هيئة التقييس لدول مجلس التعاون لدول الخليج العربية هيئة إقليمية تضم في عضويتها أجهزة التقييس الوطنية في الدول الأعضاء ، ومن مهام الهيئة إعداد المواصفات القياسية واللوائح الفنية الخليجية بواسطة لجان فنية متخصصة.
قررت اللجنة الوزارية لهيئة التقييس لدول مجلس التعاون لدول الخليج العربية في الاجتماع الـ (2) بتاريخ 1442/11/21 هـ ،الموافق 2021/07/01م اعتماد تحديث ترجمة اللائحة الفنية الخليجية رقم GSO 654:2021 وعنوانها "الاشتراطات العامة للأغذية المعبأة ذات الاستعمالات التغذوية الخاصة" إلى اللغة الانجليزية التي تم دراستها ضمن برنامج عمل اللجنة الفنية الخليجية للمواصفات الغذائية والزراعية (TC05) المدرجة في خطة المملكة العربية السعودية . ويعتبر النص العربي هو المرجع الأساس في حال وجود اختلاف بين النصين. على أن تلغي وتحل محل اللائحة الفنية رقم GSO 654:2014 .

Foreword

GCC Standardization Organization (GSO) is a regional organization which consists of the national standardization bodies of GCC member states. One of GSO main functions is to issue gulf standards and technical regulations through specialized technical committees.
GSO Ministerial Committee in its meeting number (2) held on 21/11/1442 H, which corresponds to 01/07/2021, has approved the update of the translation of Gulf Technical Regulation GSO 654:2021 titled "General requirements for prepackaged foods for special dietary use" in English language which was studied through the technical program of GSO Technical Committee for Food and Agricultural Products (TC05) in SAUDI ARABIA schedule . (Arabic) text is considered the official text in case of any conflicts between the two. This document will cancel and replace the Gulf Technical Regulation GSO 654:2014.

General requirements for prepackaged foods for special dietary use

1 Scope

1.1 This technical regulation applies to all prepackaged food used for special dietary uses, which includes but not limited to:
1.1.1 Foods for Special Medical Purposes
1.1.2 Foods for use in weight control diets
1.1.3 Gluten-Free foods
1.1.4 Food Supplements
1.1.5 Infants and young children foods
1.1.6 Infants Formula, Follow on Formula and Formulas for special medical purposes

3 Definitions

3.1
Foods for special dietary use
Foods for Special Dietary Uses are those foods, which are specially processed or formulated to satisfy particular dietary requirements which exist because of a particular physical or physiological condition and/or specific diseases and disorders and which presented as such. The composition of these foodstuffs must differ significantly from the composition of ordinary foods of comparable nature, if such ordinary foods exist. These foods includes but not limited to infant formula and follow up, foods for special medical purposes and weight control foods
3.2
Food supplements:
Are food products that are used to supplement the normal diet, which contains ingredients, alone or in combination, may have a nutritional or physiological effect. Food supplements consists of one or more of the following components: vitamins, minerals, fatty acids, amino acids, enzymes, prebiotics and probiotics, collagen, dietary fibers, melatonin, propolis, pollen, herbs or food herbal extracts…etc

Gluten
A protein fraction from wheat, rye, barley, oats or their crossbred varieties and derivatives thereof, to which some persons are intolerant and that is insoluble in water and 0.5M NaCl

Foods for use in very low energy diets for weight reduction
A formula food for use in very low energy diets is a food specially prepared to supply a minimum amount of carbohydrates and the daily requirements of the essential nutrients in 450-800 kcal which represents the sole source of energy intake
3.5
Foods for Special Medical Purposes
Foods for special medical purposes are intended to meet the particular nutritional requirements of persons affected by or malnourished because of a specific disease, disorder or medical condition; whereas for this reason they must be used under medical supervision, which may be applied with the assistance of other competent health professionals

Infants Formula, Follow on Formula and Formulas for special medical purposes
Infant formula: means a breast-milk substitute specially manufactured to satisfy, by itself, the nutritional requirements of infants during the first six months of their life to the introduction of appropriate complementary feeding. The term infant means a person not more than 12 months of age
Follow-up formula: means a food intended for use as a liquid part of the weaning diet for the infant from the 6th month on and for young children
Formula for Special Medical Purposes Intended for Infants: means a substitute for human milk or infant formula specially manufactured to satisfy, by itself, the special nutritional requirements of infants with specific disorders, diseases or medical conditions during the first months of life up to the introduction of appropriate complementary feeding

Foods for use in weight control diets
Formula foods for use in weight control diets are foods, which, when presented as “ready-to-serve” or when prepared in conformity with the directions for use, are presented as a replacement for all or part of the total daily diet
